Under a new public private model private players will maintain nearly 83 km of city roads at an estimated cost of ₹10 crore per kilometre marking one of the most ambitious urban road maintenance initiatives in Punjab. The move reflects a growing focus on quality, accountability and long term infrastructure performance.

Urban road networks demand constant upkeep, quick repairs and high construction standards areas where traditional models often struggle. By bringing in private infrastructure firms authorities aim to ensure faster response times, better surface quality and consistent maintenance. This shift allows the government to focus on planning and oversight while specialists handle execution.

Understanding the ₹10 Crore Per Km Model

The ₹10 crore per km cost is not just about resurfacing roads. It typically includes routine maintenance, structural repairs, drainage management, signage upkeep and safety improvements over a fixed contract period. Performance linked clauses ensure that contractors remain accountable for road quality throughout the agreement.

Under the Mohali Next Generation Roads Programme about 83.4 km of key roads and junctions will be entrusted to private concessionaires for a 10 year period with an investment of ₹783.46 crore roughly ₹10 crore per kilometre. The scope covers upgrading, resurfacing and long term maintenance aiming to deliver smoothersmarter and more reliable city roads.

How the Private Maintenance System Will Work

Under this model private firms will be responsible for monitoring road conditions, carrying out timely repairs and maintaining service standards. Technology driven tools such as condition audits, digital inspections and time bound repair schedules are expected to reduce delays and improve transparency. Authorities will conduct regular audits to ensure compliance with quality benchmarks.

The roads selected for the project come under the administrative control of both the Greater Mohali Area Development Authority (GMADA) and the Municipal Corporation (MC) ensuring coordinated oversight and implementation.

Under this framework the selected firm will handle the design, development, upgradation, resurfacing and end to end maintenance of the identified road stretches and junctions for the next 10 years ensuring long-term quality and accountability.

GMADA officials said that e tenders for the project are already live. A pre bid meeting is scheduled for January 19 while online bids can be submitted until February 2. The technical bids will be opened on February 2 and the timeline for opening financial bids will be announced after the technical evaluation is completed.
